In the year 1943, Finn Øien started the BI Norwegian Business School at Akersgaten 56. BI did not begin as a college. The first course in business administration only went on three months with a two-hour class weekly. From the autumn of 1944, the key course in business administration was extended to one year of evening courses, and was additional expanded to two years the next year. At the exact period, BI grew into a supplier of short, independent courses within accountancy, industry bookkeeping, machine bookkeeping and business statistics.
With the founding of the two-year daytime course in 1946, the same year that the Norwegian School of Economics (NHH) stretched from two to three years, BI started appearing more like a college. Formally, no public authorities approved BI as a college, but BI presented its program as a college-level course.
